CONSULAR SERVICE (EMBASSY OF THE PHILIPPINE SEOUL)


Following are the basic services issued by the Consular Section along with the requirements. The ePassport will be released six (6) weeks from the date of application. Other documents are generally released after three (3) working days, except visas which may be released after ten (10) working days during the South Korean summer and winter breaks.

I. Passport & Travel Documents

ePassport Application

You can apply for the Philippine electronic passport, or e-passport through online appointment only in the Embassy website. The ePassport is a highly secured and enhanced Machine Readable Passport. The ePassport uses the digital image of the photograph taken and with face recognition technology, one is able to verify the identity of the passport holder. It also captures the fingerprints and digital signature of the passport holder.

Since processing will take longer than that of the machine-readable passport, the Embassy has adopted the appointment system and delivery or courier service. Only those who can provide a complete return address can avail of the courier service. You will be asked to complete the courier form upon application for ePassport and payment and submit your old passport for cancelation. Payment will be collected upon delivery.

Personal appearance of every applicant (adult or baby) is required.

Schedule an Appointment for Your ePassport Application

An applicant can get a schedule of appointment through ONLINE only. Follow the instructions in the website and print out your confirmation number and application form. Don't forget to photocopy your old passport's front page and back page.

An appointment date is in the morning between 9:00 am and 12:00 pm, Sunday to Thursday, except on declared Philippine and Korean national holidays. Please come exactly at the appointed date and time. You lose your appointment when there is a "NO SHOW". Because of technical limitations, the schedule for the release of passports is from 1:30PM to 4:30PM.

Requirements for ePassport:

  • Old Philippine Passport and a photocopy of the data or photo page and last page showing the signature of the passport holder
  • For old passports that do not show the town/city of birth (e.g., only "Pampanga" is written), any copy of a government-issued document, such as a birth certificate, marriage certificate or previously issued passport, that shows the town/city of birth (e.g., "Lubao, Pampanga")
  • Printed copy of your Confirmation Number
  • Completed Application Form
  • ePassport fee - US$ 60.00 or W 80,520

Procedure on Date of Appointment:

Step 1
  • Present your Confirmation Receipt Number.
  • Complete all information on the passport application form (download form).
  • Wait for your name and number to be called at Window 4.
  • Submit the application form and present your old Passport and photocopies.
  • OPTIONAL: If you wish to avail of the courier service, get a courier form and write your name and complete return address. Get a copy of the courier form. Payment will be made upon delivery of your ePassport. Have your old passport canceled by the consular officer.

Step 2
  • Go to cashier and pay the exact amount of US$ 60.00 or W 80,520 in cash. No check may be accepted
  • Keep your receipt for presentation in case you claim your ePassport in person after 9 weeks.

Step 3
  • Go to the encoder for encoding of data, picture taking, taking of thumb marks and digital signature. Applicant should be in decent attire with collar. Both ears should be shown.
  • Keep your receipt of payment and bring your old passport for cancellation to claim your ePassport. You can also authorize a representative to claim your passport by giving authority at the back of your claim receipt.
NOTE: It takes about six (6) weeks to process the ePassport as the approved applications are sent to a central processing facility in the Philippines.
Requirements for Lost Passport Application:

  • Duly accomplished passport application form (download form)
  • Duly accomplished Affidavit of Lost or Mutilated Passport (download form)
  • Photocopy of old passport, if available. Otherwise, birth certificate issued by the NSO or the local civil registrar
  • Fee for a lost Machine Readable Passport is US$ 90.00 or W 120,780. For lost ePassport, fee is US$ 150.00 or W 201,300
NOTE: For lost passport, an additional clearing period of one (1) month is required. Schedule your appointment after you receive a call that your record has been successfully verified in Manila.
Requirements for Passport Amendment:

  • Duly accomplished passport ammendment application form (download form)
  • Photocopy of marriage certificate
  • Original passport
Requirements for Travel Document:

  • Duly accomplished Travel Document application form (download form)
  • Duly accomplished Affidavit of Lost / Mutilated Passport (download form)
  • Any document identifying the applicant: birth certificate, driver's license, school ID or, in the absence of the preceding documents, any of the following: entry record from Immigration Office, xerox copy of passport or Alien Registration Certificate
  • Three (3) colored or black & white 2" x 2" pictures
  • Travel Document is valid for thirty (30) days only.
II. Reports of Birth & New Passports for Children

A child born in Korea to both Filipino parents or to one (1) parent who is a Filipino citizen should be registered at the Philippine Embassy as soon as possible. The birth must be reported to the Embassy within twelve (12) months after the birth of the child.

REQUIREMENTS AND PROCEDURE:

Go to www.philembassy-seoul.com and schedule an appointment for your baby.

Procedure on Date of Appointment:

  • Check the name on the list of applicants with appointment for the day.
  • A parent of the child should submit four (4) original copies of the Report of Birth. (download form)
  • Personal appearance of the baby is required for picture taking.
  • Parents who fail to register the birth of their children within one year from their birth must submit an Affidavit of Late Registration of Birth. (download form)
  • Prepare the original copy and four (4) photocopies each:
    1. Birth certificate of the child with English translation
    2. Valid Philippine passports of both parents
    3. For married couples, NSO-Authenticated Marriage Contract of parents
    4. If the parents have already renounced their Filipino citizenship at the time of report, the parents must also submit their Birth Certificates and Certificate of Renunciation.
  • For unmarried couples, the father must submit an Affidavit of Admission of Paternity and Consent to Use the Surname of the Father. (download form) Otherwise, only the mother's name will be reflected in the Report of Birth.
  • In case the child will travel to the Philippines without the parents, the parents must submit an Affidavit of Parental Consent (download form) together with a copy of the passports of the parents and the traveling companion.
  • Wait for your name and number to be called at Window 4.

Step 2
  • Present all requirements to Window 4, including the ePassport application form.
  • Go to cashier and pay amount of US$ 25.00 or W 33,550 for Report of Birth and US$ 60.00 or W 80,520 in cash for ePassport. Please note that fees apply for affidavits that an applicant may be required to submit, depending on his or her case. An affidavit costs US$ 25.00 or W33,550.
  • Keep your receipt and show it when you claim the ePassport.

Step 3
  • Go to the encoder for encoding of data, picture-taking, taking of fingerprints and digital signature.
  • Claim the ePassport after six (6) weeks or request for delivery service.
III. Reports of Birth with Travel Document for Children

A child born in Korea to both Filipino parents or to one (1) parent who is a Filipino citizen should be registered at the Philippine Embassy as soon as possible. The birth must be reported to the Embassy within twelve (12) months after the birth of the child.

Note: There is no need to get an appointment if a travel document will be used for the travel of the child after report of birth.

Procedure:

Step 1
  • A parent of the child should submit four (4) original copies of the Report of Birth. (download form)
  • Personal appearance of the baby is NOT required. Instead, the parents should submit three (3) 2"x2" colored photos of the baby.
  • Parents who fail to register the birth of their children within one year from their birth must submit an Affidavit of Late Registration of Birth. (download form)

    1. Birth certificate of the child with English translation
    2. Valid Philippine passports of both parents

Step 2

  • Pay the fee of KW 26,325 for the Report of Birth and KW 26,325 for the Travel Document. Please note that fees apply for affidavits that an applicant may be required to submit, depending on his or her case. An affidavit costs US$ 25.00 or W33,550.
  • Keep your receipt and show it when you claim the Travel Document.
IV. Embassy ID

  • Valid Philippine passport
  • Xerox xopy of Philippine passport (first and last pages and page with latest visa entry stamp)
  • Two (2) pieces 1" x 1" pictures
  • Registration Form (download form)
V. Requirements for a Temporary Visitor’s Visa South Korean passport holders do not need a visa if their intended stay in the Philippines for business or tourism purpose will not exceed 21 days. However, they should have a passport valid for at least six months beyond their intended stay in the Philippines and a plane or ship ticket valid for onward or return journey to their country of origin or next country of destination.

Foreigners whose intended stay in the Philippines will exceed 21 days have to apply for visa before traveling to the Philippines. A visitor with a temporary visitor’s visa is given a 59-day stay in the Philippines. Should a visitor wish to remain longer than his authorized initial stay of 59 days, he or she may request an extension of stay from the Bureau of Immigration Office (www.dfa.gov.ph/consular/visa.htm) and pay the necessary fees.

Following are the minimum requirements for application of a tourist visa:
  • Properly filled-up application form (download form) with picture taken not more than six months from the date of application;
  • Round-trip ticket (open-ended tickets are not acceptable);
  • Copy of passport data page;
  • Letter of guarantee (download form) signed by a family member plus any official ID of the guarantor ;
  • Any of the following : employment certificate / business certificate / bank statement,
    • if a dependent, employment certificate / business certificate / bank statement of guarantor;
    • if a dependent student in Korea, employment certificate / business certificate / bank statement of guarantor plus a copy of the school ID or school registration of the student;
  • supporting document to validate purpose of visit: hotel booking/voucher or invitation letter from friend in the Philippines plus any official ID of the signatory to the invitation letter;
    • If the applicant plans to attend a short-term English language course in the Philippines, visa applicants should also submit a copy of the business certificate / certificate of registration of the school and a valid letter of acceptance from the school. For purposes of validating the purpose of travel to the Philippines, the English language school should also send to the Philippine Embassy by fax(+822-796-0827) or email (consular@philembassy-seoul.com) an official letter signed by an authorized official of the school the letter or acceptance or a list of accepted students indicating the name of the visa applicant, passport number, inclusive dates of the course duration.
    • * if the applicant is from a country which does not have a visa waiver agreement with the Philippines, additional requirement is a copy of his Alien Registration Card, front and back, and show the original to the processor at the window
The documents submitted should support the application for a Temporary Visitor’s Visa validating the purpose of the visit, sufficiency of funds to support one’s stay in the Philippines and proof that the applicant will only stay in the Philippines within a reasonable amount of time as a temporary visitor

The granting of Philippine visa is only a form of pre-entry clearance. Philippine visa holders are still subject to normal immigration control at the port of entry. Philippine Immigration officers have the authority to grant or deny admission.

Notice to Applicants of the Special Resident Retiree's Visa (SRRV)

The Philippine Retirement Authority (PRA) requires Korean citizens applying from abroad to submit a medical examination clearance from any licensed clinic or hospital physician in the Republic of Korea. The medical clearance form can be downloaded from the PRA website at www.pra.gov.ph. The medical clearance issued abroad must have an English translation and be duly authenticated by the Philippine Embassy in Seoul.

The PRA can also assist Korean applicants going to the Philippines to get their medical examination clearance in the Philippines as part of the Retirees Services and Assistance package.

The SRRV is a special non-immigrant visa which entitles foreigners to reside in the Philippines indefinitely with multiple entry privileges and benefits, which include exemption from securing Special Study Permits or student visas for children, among others.

VII. Immigrant Visa (Quota/Non Quota)

The following minimum requirements apply:
  • Accomplished application form (download form)
  • Official birth certificate or baptismal certificate
  • Police clearance
  • Medical examination report / Chest X-ray film or CD
  • Evidence of financial support
  • 2x2 inch photograph
  • Valid passport
  • Other secondary evidence of citizenship and admissibility into the Philippines as may be required, such as the marriage certificate from the NSO for those married to Filipino nationals
VIII. Special Study Permit

The Special Study Permit (SSP) is issued by the Philippine Bureau of Immigration for foreigners who wish to engage in short-term study in the Philippines. It is only issued in the Philippines. Eligible nationals who plan to enroll in non-degree courses, including English, that last for less than one (1) year may first apply for tourist visas at the Philippine Embassy but should get the SSP upon arrival in the Philippines.

Minimum entry requirements for the Special Study Permit follow:
  • Passport valid for six (6) months from the date of intended entry to the Philippines;
  • Duly notarized letter from the applicant requesting the issuance of the permit;
  • Duly accomplished and notarized application form;
  • Certificate of acceptance issued by the learning institutions duly accredited by the Bureau of Immigration;
  • Plain photocopy of the applicant’s passport reflecting its data page, entry stamp and authorized stay of not less than 20 days from the date of filing; and
  • Bureau of Immigration Clearance Certificate.

Prepare all the required documents and submit the application through your tour operator. The application and other documentary requirements must be filed at the Bureau of Immigration located at Magallanes Drive, Intramuros, Manila. For more information, please visit http://www.immigration.gov.ph/
IX. Solemnization of Marriage

Following are the requirements for Filipino citizens who intend to get married in Korea:
  • Certificate of Legal Capacity to Contract Marriage (download form)
  • Duly accomplished Application to Contract Marriage (download form)
  • Accomplished Affidavit of Eligibility to Contract Marriage (download form)
  • Certificate from the National Statistics Office (CENOMAR) stating that the applicant has no record of marriage. The CENOMAR should be submitted to the Philippine Embassy within six months of the date of application with the NSO. The CENOMAR does not have to be authenticated by the DFA if the original receipt is attached. Without the receipt, a DFA-authenticated certificate is necessary.
  • Birth Certificate issued by the National Statistics Office
  • Original and copy of valid Philippine passport
  • Valid Philippine passport
  • Ten-day posting of "Intent to Marry" at the Philippine Embassy
  • Two (2) witnesses during the solemnization of Marriage
  • Fee of KW 89,505 for cost of application fee, marriage license, and solemnization

Additional Requirements:

If one party had a previous marriage:
  • Copy of the Court Decision on annulment of marriage
  • Copy of the NSO-registered marriage contract with marginal note of annulment authenticated by the DFA

If one party is a widow or widower:
  • Copy of NSO-registered death certificate with DFA authentication

If one party is between the ages of 18-25 years old:
  • Notarized Affidavit of Parental Consent for Marriage, for applicants 18-20 years old
  • Notarized Affidavit of Parental Advise for Marriage, for applicants 2l-25 years old

If both parties are Filipino citizens, their marriage can be solemnized by the Embassy's consular officer. If one party is NOT a Filipino citizen, then the marriage may be officiated at a local Korean city hall; however, the Filipino citizen must first get a "Certification of Legal Capacity to Contract Marriage" (download form) from the Embassy.

Filipinos applying for a Legal Capacity to Marry a Foreigner or Report of Marriage to a Foreigner are required to watch a short video presentation on the situation of Filipino spouses in South Korea. The video discusses life in South Korea and lasts for only twenty (20) minutes. The applicant may choose from the following weekly schedule:
  • Tuesday - 11:30am -11:50am
  • Thursday - 11:30am -11:50am

Only marriages officiated at the Embassy and at a local Korean city hall are legal and binding.

Filipino citizens are reminded to report their marriages officiated abroad to the Philippine Embassy.
X. Report of Marriage

The Family Code of the Philippines provides that "records of marriages whether performed by the Philippine Consular Officer or by the local religious or civil authorities shall be kept and transmitted to the Philippine Civil Registrar through the Department of Foreign Affairs" (Sec.664 of the Philippine Foreign Service Code).

Requirements for Registration of Report of Marriage

  1. Fully accomplished Report of Marriage From in four (4) copies (download form)
  2. Four (2" x 2") photographs each of husband and wife attached to the application forms
  3. If one of the spouses is a foreigner, Original Marriage certificate (with English translation if document is not in English and authenticated by the Ministry of Foreign Affairs where the certificate was issued) plus three photocopies of each document
  4. For Divorced, Annulled or Widowed Applicants - submit Judicial Decree of Absolute Divorce or the Judicial Decree of Annulment or Declaration of Nullity of his or her previous marriage or Death Certificate of former spouse
  5. Four (4) photocopies of the passports of husband and wife
  6. Payment of consular fee of US$25 or KRW 33,550.

Filipinos whose marriage was solemnized by the local government in Korea should register / report their marriage at the Philippine Embassy, Seoul, within a period of one year from the time of their marriage. Otherwise, an affidavit of late registration will be executed for such purpose in addition to the above-mentioned requirements.

The Consular Officer reserves the right to require additional proof or documents from an applicant, to prove his/her citizenship or identity pursuant to the Philippine Passport Law (R.A. 8239) and the Foreign Service Act (R.A. 7157).
NOTE: Application is from 9am to 12 noon daily. Submit your requirements to Window 1. The release of the document is after two (2) working days during non-peak seasons.
XI. Requirements for Recognition of Divorce obtained in South Korea

Procedure:
  • Have the Divorce Decree authenticated by the Ministry of Foreign Affairs and Trade (MOFAT), Korea.
  • Bring the MOFAT authenticated Divorce Decree and a copy to the Philippine Embassy for final authentication.
  • Bring copy of Marriage Contract.
  • Copy of passport (Passport (Picture Page)(If amended passport, plus copy of page with amendment)
  • Costs:
    • Authentication of MOFAT Document

Note: Divorce is not allowed in the Philippines and divorce secured anywhere by a Filipino is not recognized in the Philippines except in the case of a marriage between a Filipino citizen and a foreigner and a divorce is thereafter validly obtained abroad by the alien spouse.

Before the Filipino spouse can remarry under Philippine law, the following guidelines shall be followed in the annotation of the foreign-issued divorce decree with the Office of the Civil Registrar General, Philippines:

  1. The foreign divorce decree must be judicially enforced in the Philippines by filing the proper civil action at the Philippine Regional Trial Court.
  2. The divorce decree must be proven in court. Proof of its authenticity and due execution must be presented.
  3. The court decision shall be registered in the Local Civil Registry Office.
  4. The registered document shall be submitted to the Local Civil Registrar where the affected civil registry documents (birth, marriages, etc.) are registered.

The decision of the Philippine Court is the basis for the annotation of the divorce decree issued by the Foreign Court.
XII. Authentication and Notary of Documents

Notary services are available for Filipino nationals only. A photocopy of the first and last pages of the passport is required alongside the document to be notarized. Take note that only affidavits and special powers of attorney can be notarized. For details, please call (+82) (2) 796-7387, ext. 106 or 108.

For documents in Korea that need to be authenticated, a translated copy in English notarized by a Korean lawyer and authenticated by Korea's MOFAT is necessary plus one photocopy of each document. The officer from MOFAT's signature, which attests to the contents of the document, is what the Embassy will authenticate. For details, please call (+82) (2) 796-7387.

XIII. Special Power of Attorney

    Please submit the accomplished application form (download form). The sample Special Power of Attorney may serve as a guide. (download sample)
XIV. Certification of Philippine Driver's License

  • Accomplished application form (download form).
  • Certification from the Land Transportation Office (LTO), Department of Transportation and Communications, confirming the validity of the said license
  • DFA Authentication of the LTO Certificate
  • Original and copy of the Philippine driver's license
  • Presentation of a valid Philippine Passport and submission of a photocopy
  • Other requirements include: personal appearance of the applicant and payment of certification fee
  • Verification process will take five (5) working days from application date
XV. Renunciation of Philippine Citizenship

  • Valid passport
  • Approval letter from the Korean Immigration Office
  • Family census registry (Hojugdungbon)
  • Marriage Certificate
  • Birth certificate
  • Accomplished form on Declaration of Renunciation of Philippine Citizenship
XVI. Application for Dual Citizenship

Application for Retention and Reacquisition of Philippine Citizenship may be filed at the Philippine Embassy in Seoul pursuant to Republic Act No. 9225 otherwise known as the "Citizenship Retention and Reacquisition Act of 2003 and its Implementing Rules and Regulation .

All natural born Filipinos who have lost their Philippine citizenship due to naturalization as a citizen of another country may file a Petition for Retention and Reacquisition of Philippine Citizenship and may include in the Petition, their unmarried children, below eighteen (18) years of age .

Upon submission of the above requirements, the Embassy will evaluate the application and schedule the date for the Oath of Allegiance (in prescribed form) before the consular officer. The Embassy will issue an Order of Approval and an Identification Certificate. Thereafter, the applicant may schedule an appointment for the application of an ePassport at the Philippine Embassy.
XVII. Assistance to Nationals

XX. Pets Entering the Philippines

Those who wish to bring their pets from South Korea to the Philippines must first get an Import Permit from the Bureau of Animal Industry (BAI).

Please contact the BAI directly and give the following initial information:
  • Name of importer / owner
  • Address in South Korea
  • Full contact information (email, fax, mobile phone, landline, etc.)
  • Expected date of arrival in the Philippines
  • Information about the pet, including its breed, age and sex
  • Number of animals

The BAI may be reached through the following:
The BAI will reply with details about the Import Permit, including the complete list of requirements. Included in the requirements is a HEALTH CERTIFICATE issued by a duly licensed veterinarian dated not more than 30 days before arrival in the Philippines. It should certify that the animal is free from, and has not been recently exposed to, any dangerous or communicable disease, and that it has been given anti-rabies and other required inoculations.

The health certificate should be authenticated by the Philippine Embassy in South Korea. For faster processing, please ensure that the health certificate is in English and that it is notarized. If the health certificate is in Korean, two acts of notarization will be required: one for the Korean health certificate and another for the attestation of accuracy of translation, which must include information that the original health certificate in Korean has been notarized.
NOTE: Please take note that airlines may have additional requirements.
